Progress is being made on many human rights issues in an array of countries, but daunting challenges remain. The summit agenda includes both democracy and governance and peace and security, two broad topics that include a range of human rights concerns.

March 31, 2014 (Bloomberg) — South Sudanese rebels plan to capture key oil installations to force President Salva Kiir to step down and end more than three months of conflict in the world’s newest nation, former Vice President Riek Machar said.
Fighters allied with Machar, known as the White Army, are “mobilizing” to attack the Paloch oil fields that are the main source of revenue for the country’s military, the 60-year-old rebel leader said in a March 27 interview at his bush hideout in Upper Nile state. Machar fled the capital, Juba, in December after the government says he attempted a coup against Kiir.
“We want to take control of the oil field,” said Machar, dressed in green military fatigues and wearing gold-rimmed sunglasses. “This is our oil. We must take control of Paloch to deny Salva Kiir revenue to buy more arms.”

Many Europeans are upset over revelations that the United States government spies on them. But European companies are selling surveillance tools and know-how to other governments, allowing them to spy abroad. Their customers include some of the world’s most abusive governments and at least one of them—Ethiopia—is targeting its diaspora population in Europe. The results extend beyond outrage over privacy violations: They put people in danger.
The global trade in this powerful “spyware” is virtually unregulated and that needs to change. Using digital technology to monitor the Ethiopian diaspora in Europe, the regime in Addis Ababa has brought its abuses right into Europe’s midst. The EU needs to regulate the sale of such technology, at least to governments with such questionable human-rights records.

OPDO Elects Muktar Kedir as its president

Muktar Kedir, OPDO Presient
Muktar was born in Jimma. He earned his first degree in Law from the Civil Service College (security) and his second degree in International Leadership from Azusa Pacific University in California in August of 2008.
Muktar joined the OPDO in the mid-1990s, and was appointed administrator of the Jimma Zone in 1999, serving in the post until 2003. Unlike, his predecessors, Muktar is not prisoner of war (POW), who formed OPDO, but awesome loyal and confidant to the late Prime Minister, Meles Zenawi. From 2008 to 2010 he served as Vice-President of the Oromia Region state and head of the office of the Ethipian People’s Revolutionary Democratic Font (EPRDF) council.
Under Meles Zenawi, Muktar enjoyed considerable influence especially after he was appointed to run the affairs of the prime minister’s office in 2010. He also joined the national security council at the time, a post that helped him to gain a great deal of knowledge and skill managing large operations that harassed millions.

It was dark when I arrived at Wilson Airport, Nairobi for the 7am United Nations charter flight to Dadaab. I was in Kenya to meet refugees from the Ogaden region of Ethiopia and record their stories. Accounts of false imprisonment, murder, rape, torture at the hands of the ERPRDF government: stories, which would prove deeply distressing.
An inhospitable land, the Ogaden region is home to around five million Ethnic-Somalis, and has been the battleground for several armed conflicts between Somalia and Ethiopia since the 19th century. There is natural gas and oil under Ogaden soil: is the Ogaden yet another oil-infused battleground?

Why Restricting Foreign Funding of NGOs Is Wrongheaded

March 27, 2014 (Huffington Post) — There is a new weapon of choice for governments that want to undermine bits of civil society that irritate them: restricting funding from foreign sources. By making it more difficult for human rights organizations or public watchdogs to access money from abroad, these governments hope to curb dissent and reduce accountability. These measures not only go against established international conventions and commitments, but what governments do not seem to realize is that the measures will not work.
There has been a plethora of funding restrictions recently — so much so that the UN’s Special Rapporteur on freedoms of assembly and association devoted his report to the subject last year. Colleagues at the International Center for Not-for-profit Law have documented more than 20 attempts to restrict foreign funding in the last two years.

Renaissance Dam trouble: Ethiopia lashes out at Eritrea, Egypt


The Renaissance dam will flood 1,680 square kilometers of forest in northwest Ethiopia (an area about four times the size of Cairo), displace approximately 20,000 people in Ethiopia, and create a reservoir that will hold around 70 billion cubic meters of water – equivalent to the entire annual flow of the Blue Nile at the Sudan border.
March 27, 2014, ADDIS ABABA (Turkish Press) – An Ethiopian foreign ministry spokesman has lashed out at longstanding rival Eritrea, accusing the latter of destabilizing the East Africa region, while also blasting Egypt for the latter’s “malicious” media campaign against Ethiopia’s multibillion-dollar hydroelectric dam project.
“Eritrea’s involvement in regional conflicts has been the case for long now,” Ambassador Dina Mufti told foreign journalists at a weekly press briefing on Thursday.
According to Mufti, Eritrea has played a role in the ongoing conflict in South Sudan.

April 15: Oromo National Memorial Day


March 27, 2014 (Advocacy for Oromia) - April 15th is the Oromo Martyrs’ Day, also known as Guyyaa Gootota Oromoo. This commemorative day was first started by the Oromo Liberation Front (OLF) after the executions of its prominent leaders on a diplomatic mission en routed to Somalia on April 15, 1980. Since then, this day has been observed as the Oromo Martyrs’ Day by Oromo nationals around the world to honor those who have sacrificed their lives to free Oromia, and to renew a commitment to the cause for which they had died.
Why April 15th?
Mid 1978-1979 is remembered as the period when the survival of the Oromo national liberation struggle, led by the Oromo Liberation Army (OLA), was under a severe threat of extinction. It was feared that OLA units in Arsi, Bale and Hararghe would disintegrate, and their channel of connection and supplies would be cut off by the Dergue army that just recuperated from the Ethio-Somali war. Upon defeating the Siad Barre army, the Dergue turned its face on OLA.

March 23, 2014 (Solomon Star) — ALMOST four years after the world met the global target set in the Millennium Development Goals (MDGs) for safe drinking water, and after the UN General Assembly declared that water was a human right, over three-quarters of a billion people, most of them poor, still do not have this basic necessity, UNICEF said to mark World Water Day today
Estimates from UNICEF and WHO published in 2013 are that a staggering 768 million people do not have access to safe drinking water, causing hundreds of thousands of children to sicken and die each year.
Most of the people without access are poor and live in remote rural areas or urban slums.
UNICEF estimates that 1,400 children under five die every day from diarrhoeal diseases linked to lack of safe water and adequate sanitation and hygiene.

March 23, 2014 (Reuters) – Gunmen shouting in a foreign language killed six worshippers in a church near the coastal city of Mombasa on Sunday, an attack of the kind that Islamist militants have been carrying out in retaliation for Kenya’s intervention in neighboring Somalia.
Witnesses said the attackers burst in through the church’s back door before shouting out and opening fire on the congregation.
“Both carried big guns and began shooting all over the place. I fell to the ground and could hear screams,” said Lilian Omondi, who was leading a prayer meeting at the time.
Blood-spattered Bibles and overturned plastic chairs and bullet casings lay strewn across the floor.
The attackers tried to raid a second church nearby but fled when armed police on patrol in the area appeared. A top Interior Ministry official later said they had escaped, and there was no immediate claim of responsibility.

It was a dramatic appeal, in Russian, for national unity – a promise delivered in a rousing speech that fellow Russian-speaking citizens would have a bright future in their changing homeland.
No, it wasn’t Russian President Vladimir Putin speaking.
While the world gaped at Mr. Putin’s triumphant takeover of Crimea, Ukrainian Prime Minister Arseniy Yatsenyuk offered his own political manifesto of sorts Tuesday in a televised address. His intended audience was the Russia-leaning eastern regions of Ukraine, where pro-Russian demonstrators have been clamoring for Moscow’s intervention.
The message: that Kiev is listening to their demands and concerns.

In Accepting Ethiopia, Transparency Group “Sacrifices Credibility”

WASHINGTON, Mar 21 2014 (IPS) - A major international initiative aimed at promoting transparency in the extractives industry is coming under harsh criticism for accepting an application from Ethiopia, despite significant ongoing legal restrictions on the country’s civil society.
The Extractive Industries Transparency Initiative (EITI), a standards programme based in Oslo, had declined a previous application for candidature from Ethiopia, in 2010. The previous year, the Ethiopian government had passed a law widely seen as repressive, and the EITI board stipulated that the country’s application would be deferred until that law was struck down.

Yet despite the fact that the law remains in place, on Wednesday the EITI board voted to accept Ethiopia’s application to become a candidate for full membership in the organisation. Some say the group has now violated its own rules.
“We’re very disappointed by this. If these people don’t follow the criteria, what’s the point of having criteria?” Obang Metho, executive director of the Solidarity Movement for a New Ethiopia, a Washington-based advocacy group, told IPS.

165-300x200Ethiopia, 85 million people, almost half of its population is under 14 years of age. In rural and urban areas, children often begin working at 5 years. Poverty, death of one or both parents, child trafficking, forced early marriage are key factors that push children into work, above all young girls to be involved in commercial sex work. Around 90,000 children were found to be working in prostitution, over 50% started engaging in prostitution below 16 years of age. Child prostitution in Ethiopia is increasing incredibly during the last 5 years. Sex exploitation has devastating consequences for minors: physical and psychological trauma, HIV, diseases, drug addiction (qat abuse), unwanted pregnancy. A body is sold at a price of between 10 and 60 birr (0.40 – 2.40 €). The belief is the young girls are HIV free.

March 21, 2014, ADDIS ABABA, Ethiopia (LGBTQ Nation) — Lawmakers in Ethiopia are expected to pass into law a bill that would make same-sex acts a non-pardonable offense.
Ethiopia’s Council of Ministers last week endorsed the measure that would amend the country’s Pardon and Amnesty Law that lists homosexuality along other offenses as a non-pardonable.
According to local sources, a vote will be called upon bill in parliament as early as next week, and normally bills endorsed by the Council are passed.
The bill aims to curb the president’s power to pardon prisoners who committed certain “crimes,” including those imprisoned for homosexuality acts. Other offenses included in the list are corruption, human-trafficking, smuggling, rape and terrorism.
Ethiopia’s Minister of State Getachew Bedane urged a quick vote.

OSLO/ADDIS ABABA, March 19 (Reuters) - Ethiopia, the United States and Papua New Guinea are on course to join the leading world initiative to combat corruption in the energy and mining industries.
The Oslo-based Extractive Industries Transparency Initiative (EITI) approved their applications on Wednesday, drawing swift criticism from human rights campaigners for admitting Ethiopia. The three now have three years comply with EITI standards.
Ethiopia has no proven petroleum reserves and a small mining industry driven by potash producers. Rights activists accuse it of political repression.
New York-based Human Rights Watch, which had asked the EITI board to reject the East African country’s membership bid, said the EITI’s reputation had been damaged.

According to Amisom in Bole-burte, Six soldiers, including a top Somali National army commander, were killed when a hotel frequented by Somali and African Union officials in Bulo-Burte, central Somalia, was hit by a suicide car bomb and subsequently attacked by al-Shabaab gunmen.
